By default, the public website design is a little different and Office 365 environment allows you to create navigation with the pages you have created for the public website. So, if you want to create an external link, you have to insert the below javascript on the dummy page. So, follow the below steps :
1. Create a new page (any dummy page) in the public website.
2. Open the same in the Sharepoint designer.
3. Insert this Javascript inside any of the Content placeholder tag. {< script >location.href="http://www.shopsharepoint.com"< / script >}
